How to have your documents authenticated by UAE Embassy Manila



This post is based on my experience in processing the documents (TOR/DIPLOMA) for my cousin who works in UAE. It may be different from yours but at least you'll have an idea should you wish to work in UAE.

Update: Since this was originally posted in 2014, some procedures and fees have changed. Please try to read the comments below for the most recent information from our dear readers. 

1. If you're already in UAE, send your "red-ribboned" documents for authentication to your relatives or friends in the Philippines. 


The UAE Embassy in Manila doesn't accept walk-ins. The only courier that is accredited to process your documents is DHL/WWWExpress. Note that not all DHL/WWWExpress outlets have authentication service. Better call their hotline first to be sure. SM Cubao branch and Shangri-La Branch have this.

Authentication Fee: P1700
Courier Fee: P554 (From DHL SM Cubao to UAE Embassy) 

Should you wish to have it sent back to you in UAE, shipping fee is P1740.

Processing time is 7 working days and another 3 working days before your documents arrive in UAE.

Make sure you have the DFA receipt with your "red-ribboned" documents.

2. If your "red-ribboned" documents are expired, have them renewed. If it's not renewable, you have to repeat the whole process.

On my first attempt to bring the "red-ribboned" documents to the DHL/WWWExpress outlet, they were rejected because they were authenticated by DFA more than 5 years ago.  I was advised to proceed to DFA to have the front page renewed. I called DFA and was told that they will not renew the document anymore. I would need to go back to my cousin's alma mater, request for her documents and have them authenticated by CHED before I bring them to DFA for red ribbon.


3. MAKE SURE TO SEND AN AUTHORIZATION LETTER AND A COPY OF YOUR ID BEARING YOUR SIGNATURE. 

And since I needed to start from scratch, the universities and other agencies involved required me to present an authorization letter, and a photocopy of my cousin's ID and mine. Make sure to have more than 1 copy of each. Some requires authorization letter to be notarized. Glad I didn't have to.

4. Request for your Diploma and TOR from your school's registrar.

Payment for these documents especially for CAV (Certification, Authentication, Verification) may vary from one school to another. Like in my case, I paid $40 (P1788.80) and P150 for the whole package. After submitting your request, your school will be the one to bring it to CHED and CHED will bring your documents to DFA. So the stub that will be given to you by your school's registrar will be your claim stub at DFA. But this process takes a looooong time.

5. In special circumstances, the Registrar will allow you to hand-carry your documents to CHED and DFA.

Since my cousin needed her documents to be expedited, we submitted a proof of urgency (ex: job offer) to the registrar's office to allow me to bring the documents personally to CHED. The registrar then handed me the documents in a sealed envelope addressed to CHED. Make sure to double check  the documents (for typos, etc.)  before having them sealed.

6. Submit your CAV documents to CHED.

CHED NCR is located at UP Diliman along CP Garcia. From Quezon Ave MRT Station, take a UP Campus jeepney and tell the driver to drop you off at CHED. Coming from Katipunan LRT2 Station, you can take a jeep also or cab for convenience.

Documents submitted to CHED between 8am-12noon will be released by 3PM of the same day. If submitted in the afternoon, it will be released the following day. I was there at 10am, paid P40 at the cashier and went back at 3PM to pick up the sealed envelope.

I was asked to provide an authorization letter before I was handed the sealed envelope addressed to DFA Ali Mall. DFA Ali Mall and DFA Megamall by the way, now has authentication services so you need not go to DFA ASEANA if you are from the north. 

7. Submit your documents to DFA.

Good thing that the authentication section of the DFA is separate from the passport section so there was no line. I proceeded to the counter and handed the envelope with authorization letter and copy of my cousin's ID and mine.

Processing Fee:
Regular (4 working days) - 100
Expedite (1 working day) - 200

I had it expedited so I was asked to go back between 3PM-6PM the following day.


8. Proceed to step no. 1.

I took the documents to DHL/WWWExpress in SM Cubao and paid for the necessary fees.

    Before I go to DHL or WWWExpress, I must have my documents authenticated already by the DFA?

    For TOR & Diploma, it needs to undergo CAV in CHED before I can send it to the DFA?

    1. Yes kasi yung DHL sila yung official courier for your documents to be sent to the embassy then sent back to you or directly to UAE. Bawal kasi mag walk-in sa UAE embassy. So your process would be School>CHED>DFA>DHL. Your school registrar can explain everything to you regarding the CAV/Red Ribbon process kasi sanay sila sa ganyan.

    2. Hi Tin, sorry I wish to answer Aaron's question, because I just went to DHL the other after I got the authenticated documents. Yes, DHL is the ONLY local courier that UAE allows. You pay a fee of Php 2,550 plus the courier services fee (I dont remember how much).

      Based on my experiences....( I just also processed my Dad's CAV recently) you still need to go to your school. My dad graduated in the 60s so I brought with me his wood laminated diploma. They will have it photocopied and prepared for CHED. It's on a case-case basis actually. For my cousin's docs, her school allowed me to hand -carry the docs to ched and dfa. But for my Dad's, his school gave me the ched processed docs and I brought it to DFA. If you're not in a rush, you can have your school process everything which can take a loooooong time.

    1. I dont work for the UAE embassy so hindi ko alam anong specific documents ang kailangan mo. My post is based from my experience lang in helping out my cousin. Maybe try looking for a job first then from there you can check what documents you are required to submit to the employer.

  11. For CAV po, kapag galing ka sa mga private schools need mo kumuha ng CAV sa CHED then for public schools like state and universities nee mo kumuha ng CAV sa University/School Registrar mo.

  12. Good day! May I ask paano kung nawala ko yung resibo ng pinared- ribonned ko hindi ko pa sya nadadala sa DHL para maipaUAE authenticate. Paano po kaya yun isa kasi sa requirement yung resibo eh.

  14. I just had my red ribbon diploma and tor last june 23, 2016. It is still valid for authentication in the uae embassy or i have to renew it? Thank you! Pls replay

    4. UAE Embassy only receive documents authenticated within a year. I have my documents red-ribboned in 2016 and try to process its stamping mid 2017, they had me re-authenticate my diploma and transcript.

    1. Sorry I forgot na. And even if we based it sa post ko which is already 3 yrs old, baka nagtaas na yung price. Better inquire from your school,CHED,DFA etc. for the fees.

  17. Hi, just want to ask naman po if kailangan pa ba magback to scratch, kasi di inaccept ng DHL yung TOR and Diploma ko na red ribboned last August 25,2015.. Atleast 2016 onwards lang daw. Meaning, ipaparenew ko lang ung red ribbon or should I need to start from scratch? Thanks!!!

    1. As far as I can remember, the time it took for the documents to get to my cousin in UAE was shorter than expected. Should have been longet than 7days pa nga kasi may naipit pang holiday nun. Maybe it depends sa branch kung madala nila agad sa embassy and all.

Hi guys kagagaling ko lng kahapon sa dfa for my cav red ribbon , meron na din silang process dun na pwedeng deretso n ng uae embassy ung papers mo for 7 days around 3200 yata ang babayaran then may iba png process whisch is need ng stamp or something na aabot ng 10 working days tapos 5,200 babayaran di ko n inalam masyado pero i try to bring my cav to dhl sa moa ako nag hulog 3106 lahat binayaran ko including ung pag recieve ko nung documents ko sa bahay here in cabuyao laguna so ung malalapit siguro around manila area mas mura ng bahagya.

      ung envelope ko po kasi dalawa.. isa sa kapatid ko and isa sakin.. ung sa kapatid ko po may authorization letter siya na ginawa na ako magaasikaso ng lahat ng papers niya..iba pa po ba yan sa authorization letter na tinutukoy niyo? ..

    2. Again, I needed to provide authorization letter to every office I went to kasi hindi sa akin yung documents. Sa pinsan ko po. So since sabi mo, sayo yung isa, no need to provide authorization letter. Yung sa kapatid mo lang.

    3. Hi Gilbert, I went to DHL WExpress sa Megamall kanina para magpa UAE stamp. They won't accept my documents kase needed daw yung receipt. Pero kase last year ko pa to napared ribbon so I can't rememember where is it na or if nasakin pa ba siya. Do you think DHL on other branches would accept it without the receipt? Thank you so much!

    4. last march 2018 nagpa attest ako ng red ribbon ng TOR/Diplomal/CHED. isang docs lng sya kung baga. kaya ang binayaran ko ay 2,550 + 554 service charge ng dhl lng.

      kahapon june 18 2018 per docs na siningil sa kapatid ko x3 na binayaran nya. hindi ba per red ribbon lng kasi yung harap na page lng lalagyan ng stamp?

Hi.. i just want to ask about payments because kailangan ko po ipapatak sa embassy yung red ribbon ko and i know the details based on my sister's experience because she paid 2550 tatak ng UAE embassy and 554 for the charges but what makes me confused is that the staff in DHL sm baguio is asking me to pay 2550 each document (diploma, tor, grad. cert and DFA) plus service charge of 554 a total of 10,754. My sister was shocked why is it too expensive? I nees your help please. Thank you and i do appreciate it.by the way im Jay
